Norton Internet Security reports it is turned off.

Hello

Can anyone help? I have a new laptop PC running Windows 7 which came with Norton Internet Security 2009 pre-installed. Every so often upon booting the PC, Windows Action Center reports an error saying that 'Norton Internet Security reports it is turned off.' and that  'Windows Firewall and Norton Internet Security both report that they are turned off.'

Both errors point at file C:\Program Files\Norton Internet Security\Engine\16.7.2.11\WSCStub.exe and NIS is running perfectly at this time this problem occurs.

Others reporting this problem have been advised to un-register and re-register wmiutils.dll. This I have done but without success.

Only rebooting seems to clear the messages.

Can anyone advise?

You should be receiving an update to 16.8.0.41 shortly I believe. You can try running live update to see if you have received it yet. Perhaps this update will fix some of those problems. I think you are entitled to this update.

Success always occurs in private and failure in full view.

If I check the folder C:\Program files\Norton Internet Security\Engine\ I find that I have 16.8.0.41 installed on 04 Feb 2009. But upon booting up my PC today (05 Feb 2009) , I still see this message.

Any ideas?

Hi Martin,

First off, check that the date in your system is correctly set. What else you could try is to check if the WMI repository is damaged (This is basically for Vista but should work for 7 as well).

Open a Command Prompt as administrator (Right-click Command Prompt and choose "Run as Administrator").

Type the following command:
winmgmt /verifyrepository
If the system returns "WMI repository is not consistent", run the next command:
winmgmt /salvagerepository
The first time you run this it can fail due to that the service is shutting down. Run the command again. Sometimes you need to run it 3 times before it manages to complete.
Reboot and see if Norton is detected correctly.

If your preinstalled Norton came with a full license (product key) I would recommend that you update to NIS2010 through updatecenter.norton.com.

But can you clarify ' check that the date in your system is correctly set'. What does this mean?

Also, I would like to be certain of what the bug (NIS or Win 7) is in case there is a financial aspect to the upgrade you suggest.

I was referring to that you wrote "booting up my PC today (05 Feb 2009)". But I guess that was a typo (or that I misunderstood) since if your system was set to 2009 instead of 2010 your Norton should complain.

Likely the bug is in how windows detects Norton. This was more common with Vista and sometimes repairing or rebuildning (recreating the repository folder) helped. If you know that your Norton is working fine there is always the option to turn these notifications off. A reinstall of Norton can also help to get Windows to redetect Norton.

When I re-read your first post I understand that it does not happen on every reboot, is that correct?

As for the upgrade. If you have an active subscription and a product key for NIS09, installing NIS2010 is free. If a renewal is due the price should be the same for both renewal and upgrade.

If this is the case, could you check if the "Service Center" service is set to "Automatic" or "Automatic (delayed start)". Do this by typing in services.msc in Start Search and press enter. The services window should open. Default setting is Delayed Start.

It may be that the Security Center sometimes manages to start and do its checks before Norton is fully started.

I've gone down the upgrader path and am now running NIS 2010. So far, the problem has not happened again.

One question though about your  "Service Center" service comment - is this to be found in Windows Services or is it somewhere in norton IS?

Oh, that was supposed to say "Security Center" not "Service Center". Sorry about that. And yes, it's in the Windows Services. That is the service the Action Center uses to display the antivirus and firewall status.
