I noticed this file running under norton earlier, and I wasn't exactly sure what it was. I know rpc stands for Remote Procedure Call, but that's where my knowledge regarding this file ends.

Considering the fact that you have a good anti-virus software package installed on your computer, I highly doubt that it is in anyway, shape, or form malicious.Basically, it's just the 32 bit version for the RPC 64 bit in the newer Windows versions.
It is a necessary Windows file, and its components are used by many applications in the system.
