There is an answer in Forum Feedback already ... threads that are inactive are locked after a period to stop people adding comments that may no longer be valid because things have changed ... fixes by Norotn or elsewhere for example.
You can always start a new thread if your situation justifies it or you can ask a moderator to unluck if there is a specific reason for it.

That is not what Hugh said.
The information in old threads may no longer be valid due to fixes or updates to the software.
You can always ask the question again.

Peter has given you an explanation and I'll point to the example of your second link
where "adding rules" is now more than fully covered in a new thread NIS2012 crashing with changes in firewall whichis now on page 29 ..... and contains N360 messages as well I imagine since they share the same engines.
But you know that since your last post in the thread you referred to has the link to the NIS thread in it.
Similarly for your other link where the topic is being dealt with in the one global thread.
