Most of the information for using the forums can be found right in this section, Forum Feedback.
At the top of the page are some sticky threads covering various features such as Posting Screenshots to Accepted Solutions.
On the right side of the page you will see a Quick Links module and a New Solutions module. Both of these contain information that you might find useful in navigating the forums.
In answer to the question you posed, Reply buttons are greyed out when a thread is closed. Threads are generally closed once they reach a certain age limit with no recent activity. This helps to keep the content fresh.
On rare occasions, a thread may be locked due to straying off topic.
Announcements from the Norton staff (names in red) are often locked with no reply option simply because they are informative posts and are not meant to start a discussion.
Two tips I would like to leave you with.
- The CAPTCHA log in will go away after you have posted a certain number of messages.
- Once you have posted your message, you have a one hour time limit in which you can edit the content. After that the edit option is no longer available.
