I was attempting to send a one sentence email with a PDF file attached, a map, to another individual on my same ISP and received the above error message. I tried changing the Subject, the sentence text and the name of the PDF file, all to no avail. I was able to successfully send the same email to the individual's hotmail address.
I'm running Norton 360 Premier Edition, Version: 4.2.0.12, Windows XP SP3 and using Thunderbird v 3.0.5 All Software is up-to-date.
Looking at the Security History, it shows the subject Error as High Severity, Activity as the subject message and Status as Error. It also shows the Recommended Action as No Action Required. There are no additional details when More Details is clicked.
I contacted my ISP which is small and local and they responded with, "Looks like something Norton is doing, try turning Norton off and re-sending it. I checked his settings and he is not blocking your email address." I tried disabling both Smart Firewall and Antivirus Auto-Protect and still to no avail.
Any thoughts or ideas on what is going on here?

This certainly appears to be an ISP issue that is blocking your message. Since you can send to Hotmail and disabling Norton did not change the situation, it is very unlikely that Norton is the cause. Try turning off outgoing email scanning in case that is changing something in the message that is causing the server to reject it, although I don't know that it would. Otherwise, as is usually the case with email alerts, it is a matter of Norton simply displaying a message from your ISP, rather than generating the notice itself.

I've attempted to turn off everything I could, but still to no avail. Is there a way, short of uninstalling, to completely close Norton 360?

I don't know if this will help or not. Adobe Reader just came out with an update today. Perhaps if you updated your Adobe Reader to the newest version, it might help.
There is no way of completely turning off N360 as that would make it too easy for malware to get into your computer. Some parts can be disabled, but there is always some parts of Norton products that are supposed to be running at all times for your security.

It seems likely to be an antispam filter that is causing the problem. You can try turning off the antispam in Norton to see if that helps. Otherwise it is likely to be your ISP. Quite a few of them have problems. Verizon is one that has this issue frequently on other forums.

If it is Verizon, please make sure you are using the correct fire wall ports as they do not use the standard firewall port as do most ISP's don't use standard firewall ports any more.

I've tried turning off every possible thing I could find in Norton, but still no go.
And to make it even more interesting, I was able to successfully send it to another used on the same ISP???????????

There is very little chance that Norton is causing this issue, so disabling the product is not likely to lead to a solution. Norton just does not selectively block the sending of email to certain addresses and give you an SMTP error code - that would be something that points to either your or your recipient's ISP. I would double-check with your ISP about whatever mail server you are using possibly being on a realtime blacklist.
Also try sending the message without the attachment to see if something about the attachment might be causing the failed delivery.

If you have tried turning off everything in Norton, without success, this clearly demonstrates that it is not a Norton issue. It has to be something else.
