I do not know if there is a 'best' way to move those files. Several things come to mind. There is the Norton Bootable Recovery Disk. It might be possible to move the drive to a different computer and carefully copy the files onto another hard drive. If you can boot to the save mode you should be able to run a full scan from there.
Before we get too deep into what's possible tell us more about what we're working with. Operating system, Norton product and version, any other details which might assist in selecting a possible solution.
