I use Craigslist to buy or sell items. When attempting to contact a seller, Craigslist launches an Outlook email box. When I send out email, it is not delivered to the seller. Is some protection mechanism set by Norton 360 in place which is preventing the email from being sent to the potential seller?

There shouldn't be anything in Norton that would block the sending of emails through Outlook. Aside from Craigslist, do you normally use Outlook for sending emails? If so, do you experience the same problem?

Yes, I normally use Outlook to send emails, and I have not had any problems. But when using Craigslist to send email, it opens Outlook email window (HTML format) to send email. Thus far, I've only seen the problem (consistently) when I respond to ad in Craigslist. FYI...I did renew my Norton subscription within the last couple of days and upgraded to Norton 360 Premier Edition. That's basically the only thing I can think of that's changed on my computer since I've started seeing the problem.

The upgrade shouldn't have changed your Norton product. What format are the emails on Craig's list? You might try using plain text and see if that gets you past the problem. Rich text might work but let's try the basic version first.
Hope this helps
