FBI Moneypack Ransomware Virus - Help!

I need some help with the removal of the FBI Ransomware Virus.  I received the version requesting $200 to unlock my computer.  I have only attempted to restart in safe mode and safe mode with Networking but it only brings up the same screen with the message and not ability to exit/esc/or cancel through task manager.  My laptop is:

 

HP Pavilion dv6000

Vista 32 bit

 

I have access through another computer and can download files to a zip if needed.

Hello Philney,

 

If you could restart your computer into safe mode with networking, Kindley download and run Norton power eraser.

Click on scan for risks and you will be asked to restart the computer.

The computer will restart in Normal mode and you will be aske to provide Permission for Norton power eraser, Please click on yes and the scans would start again.

 

Once the scan is completed you will listed with the scan results, Please click on fix if any threats where found during the end of the scan.

Symantec Employee did read the users post, as it states

Screen locked in safe mode, but still got asked to in safe mode download and run NPE,   How,  and as it is sue to the ransom also running in Safe Mode, it could mean danger due to how it may use the registry.

Thanks, all clean now.  I was able to start in command mode, roll back to a previous date, download malware and CC Cleaner.  Windows is now also able to download updates again.  I found a fix on YouTube from a computer guy.
