I wish I could give an answer, but I have uninstalled/reinstalled n360 (Long story). This time I have left the scan as default and decided I would manually run Full System Scans at my convenience. This suits me better.
I guess I will never know why the 7 day scan never ran.

7 days ago I scheduled another 7 day scan. I manually ran a Full System scan as shown below.
The scheduled scan failed again.
My system had been idol for some time before before the scheduled time. In this case I would have expected the scan to begin, if idol, at 9.03am 12/4/2012. This time went by without the scan commencing. I now have to assume that I will have to schedule a weekly scan and hope I am not using my computer at that time, or just continue to manually run scans.

I am pleased to report that a "Weekly" scheduled Full System Scan started on time. I still do not know why a scheduled "7 day" scan will not run, but I have found a work around.

My '7 day' scan ran as scheduled today, including resuming the Full System Scan during Idle time, so now I'm a little intrigued. I'm using Norton Internet Security 2012 (19.6.2.10) but that shouldn't make any difference as I'm using the same underlying engine as you are with 360 v6.1.2.10. I used the same settings that you specified in your screenshot here.
My understanding of the 'Run at a specific time interval' wording of the '7 day' scan is that the timing of this scan is calculated based on an offset from the last date that a scan of this type was performed. So, in my case, the last Full System Scan occurred on 14/04/2012. As no Full System Scan ran on my machine during the interim period, the '7 day' offset scan ran today (21/04/2012) as expected. If I had manually performed a Full System Scan on 20/04/2012, then I would expect that this '7 day' scan would have been re-scheduled to occur on 27/04/2012, assuming that it's based on a date offset.
Factors to be considered: This scan schedule was set up using a specific Standard User account and this scan ran while this specific Standard User account was online. If you configured your '7 day' scan to run while using a different User Account to the one you would be using when the scan was due to occur, then potentially this may explain why the scan didn't execute (user context).
Given the above, please check your setup to see if you may have been potentially impacted by any of the issues described above and advise.

As mentioned above, my last scheduled 7 day scan did not start when I hoped it would There were no manual Full System scans ran after the date and time shown here. I left the scan as set to see the result. Since then I have manually run the scan when I know I wouldn't be using my computer.

As I am the only user of this system I have only one user account, so this shouldn't be the issue.
As of now the scan is set once again, with the previous settings, to run every 7 days when idol. Unless in the unlikely event my computer becomes infected, I will leave N360 to do it's thing and not manually run any scans. Hopefully in a week I will have the same result as you.
