Getting low storage for online backup

I keep getting the message "You have low storage for online backup".  However, when I check the Norton Backup Drive, there are only two backup sets (8.6 and 3.6 GB).  The total capacity is 27GB but it indicates only 1.3 GB is available.

I should have about 14.8 GB left.

 

The "refresh" in "Manage Backup Sets" does not change the numbers.
