I can access the web via Firefox and Chrome but not using Internet Explorer. It is completely blocked. Very frustrating. I tried completely disabling (permanent) the firewall and rebooting and it's a shot in the dark but it worked on one PC but completely failed on the other that I have this version of Norton 360 on. Ugh...HELP!!!!!!!!!!

That's odd. I just installed IE 10 today on a Win 7 64 system, and N360 is working fine with IE 10. I simply installed IE 10 and didn't have to touch any N360 settings. I also am using the same N360 version noted in your post.

You didn''t mention what operating system you are running. Also, have you run live update until the program tells you that all updates have been downloaded and installed? Be sure to reboot when directed and at least once after all updates have been installed.
Keep us posted

Interesting development, I also have Win7 IE-10 and my IE would not access the internet after installing N360, "Page cannot be displayed" yet my other browsers work fine. After doing diagnostics for about 4 hours I found that Norton 360 was continually shutting down/ blocking my IE-10 browser from accessing the internet. There is no overides within Norton 360 to resolve this issue either. So had to un-install and have contacted them (Norton) about this technical glitch. Their only statement was that "due to some recent updates with their downloads, there "potentially" might have been an error in coding that could hinder the operation of certain programs, they are working to resolve this currently." So Norton at this time is not accepting Full On responsibility but acknowledged there "potentially" might be a problem.
