Do you have any other apps that have the "same" multi-user feature (browsers work the same, but some developer tools as well)? If yes, try them, and check if every function works the same.
It is possible, that something changed in your Windows installation, and that causing this error. If this is the problem, maybe you have to reinstall it... :(

I do have other programs that we share but they are still working fine. I'm not sure where to go and get instructions to reinstall windows. Could you help me with that? Last night I tried again to reinstall Norton 360. This time I signed on each user and used the removal tool just incase something was missed before. Thank you!

Please download and run the Hotfix from the following link, and let us know how it goes:

This Hotfix is actually for 2010 version. However we can try this here as well. I suggest you to run this tool in the user account where Norton product does not load.

Oh boy, I tried to open it and Norton tells me the hotfix has been delete or delisted. Is the link correct?

I get this message under the user that Norton isn't working on. Error: "This Hotfix is intended for Norton AntiVirus and Norton Internet Security 2010. Sorry but I'm stuck again.

In that case, I suggest you to create a new user account and then install the Norton product.
Remove the Norton product using the Norton Removal Tool.
Create a new user account (Let us call it as a test user account).
Follow the steps 1 and 2 from the Knowledge Base Article.
Note: You do not need to perform the 3rd step in that article.
Install Norton 360 3.0 in the new test user account.
Login to the user account where you cannot open the Norton product.
Delete the test user account.
Let us know how it goes.

It worked!!!!! Took me a while to do. I still need to delete the Test User. So far I can't find anything missing. One last question. Do I leave SubInACL in my program files?
