Currently running Norton Security Suite by Comcast on Windows XP home edition. I am trying to get Tuneup Utilities 2009 and Spy Sweeper by Web Root to run their usual clean ups such as registry cleaners etc. however Norton is blocking them. I have tried to set up program rules via settings, firewall, program rules but to no avail.
When reviewing tasks and history it shows Norton still blocking them. How do I get Norton to allow program runs?

You might have a look at this thread here to see if there is any common ground ...
I don't know enough about N360 -- which is what the Comcast suite is based on -- to help directly. It does have less flexibility in its settings that Norton Internet Security does.
However the two applications you want to install both duplicate functions in N360 which I know to my cost has a Registry Cleaner in it -- I am very much against any routine use of registry cleaning since it is more likely to do harm than good. Different if you are dealing with a specific infection and know what you are doing but cleaning up and tidying up Windows is a recipe for disaster in my opinion and experience.

It could be that both programs are trying to access Norton files. These are protected by Tamper Prevention.
This post by michaelsalis has instructions on how to get Webroot and N360 to co-exist.

The utility program should be just a duplication of what is in N360, which is likely to work better without the conflicts. It is best not to turn of Tamper prevention.
