I am facing similar kind of problem, when I contacted support , technician was confused and he asked me to uninstall or reinstall the product, but unfortunately the problem seems to be associated with Symantec Servers. May be some sort of upgradation going on with their servers. We have to wait for time being and let's see what best they can do to keep us protected.

There have been server troubles with some updates not downloading on and off. Last I tried LiveUpdate it worked - but has been intermittent since yesterday afternoon.
Do not uninstall/reinstall - it is a server problem and eventually all downloads will be installed. Please be patient.
