Norton 360 3.8 Firewall Slows Internet Page Loading to a Crawl

In the past 3 - 4 weeks I've noticed that many internet web sites have become painfully slow to load.  I've finally figured out that if I turn off Norton 360 v3.8 Smart Firewall, everything is fine.  When I turn it back on, web site loading slows to a crawl again.

 

Is there some solution to this problem?

 

If not, how do I disable Smart Firewall and turn on Windows Firewall?

Ignore this thread.  Smart Firewall doesn't seem to be the problem.
