I am considering buying Norton 360 Everywhere (have been using Norton Internet Security on 3 PCs, but the license runs out shortly, and I have a tablet and a phone, so...), but I was wondering, is it like Norton One, can I install just the Norton Internet Security portion? I don't need the extra features + overhead, just firewall+AV.

I just want to point out that with Norton One you cannot just install the AV part, you have to install Norton One part. However, you can choose to have either Norton 360 or NIS.

If you install N360, it is all or nothing. You cannot just install the AV and firewall.
That said, there is nothing saying you have to use the other features, and they will not affect the performance of your computer if not used. It is the real time protection of the AV and Firewall that runs real time and could affect your performance.

Now, if I buy Norton One instead of 360 Anywhere, do I then have the option of installing just Norton Internet Security?
(I realize that there's not really a 360 for the Mac, so it's NIS for there, but for PCs, with Norton One, do I have the option of installing just NIS there)

The following information page for Norton 360 Multi Device ( which appears to replace 360 everywhere), shows you get NIS for the Mac. You would also save a lot of money over One. Unless you need the added value offered by One, you might as well stay with the 360.
