Sorry for the delay in replying.
Let us try another set of steps here. Before you try this, please make sure that you take a Backup of your Windows Registry.
1. Click Start > Run. in the run dialog box, type regedit, and then click OK.
2. Locate and then click the following registry subkey:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro
3. In the details pane, right-click UpperFilters, and then click Modify.
4. In the Value data box, type PartMgr, and then click OK.
5. Close Registry Editor, and then restart the computer.
6. Run Backup.
If that does not work, then:
1.Click Start > Run (On Windows 7 or Vista: Click Start > All programs ->Accessories > Run
2. In the Run dialogue box, type services.msc and then click OK:
3. Disable and stop the Windows Management Instrumentation service.
4. start -> run -> cmd ( On Windows 7 or Vista: Start > All programs -> accessories -> command prompt -> right click, select run as administrator)
5. In the Command Prompt, type cd %windir%\system32\wbem and press Enter.
6. Type for /f %s in ('dir /b *.dll') do regsvr32 /s %s and press Enter to re-register WMI DLL files.
7. Type for /f %s in ('dir /b *.mof') do mofcomp %s and press Enter to re-compile WMI mof files.
8. Type the command wmiprvse /regserver and press Enter.
9. Go to services window again, and then start the Windows Management Instrumentation service and make it Automatic.
10. Restart the computer

Thank you for taking your time to help me.
I tried both procedures that you suggested but the situation keeps the same.
As I told, Norton 360 is installed in three notebooks. 2 of then I upgraded to Norton 360 V 4 and one is still V 3. The one with V 3 is the only one that the back-up works fine with my External Harddisk.
Is there a procedure that I could follow to downgrade the Norton 360 V 4 to Norton 360 V 3 ?
I have the feeling that there is an issue yet to be solved in Norton 360 V 4.

Reinstall V3 using one of these two links depending on whether your Product Key is for Standard or the Premiere version.

Thank you very much Mr. Evans,
Now it is working perfectly with Norton 360 V3 in my notebook.
My wife wants to keep the V4 in her own notebook. I hope Symantec fix this so that I can use V 4 with its full capabilities as well. Meanwhile I think I will have to make her back-ups in the internal HD and copy it to the External.
Please let me know when there is a solution for this problem .

I have had the help team working remotely for 6 hours over 2 days on my computer trying to get this to work...back up to my USB hdd from 360 V4 ....and it still doesn't work. I wish I had read this thread first as there is obviously an issue . I too would be grateful if Symantec could notify me when there is a fix in place I 'm on windows XP home edition SP3
