Not sure of what you meant by official launch, but Norton 360 4.0 is already available in Symantec Store(India). You can buy a package or download version from the Symantec Store web site:

Or, you can check in local computer stores for the availability. You can also purchase Norton 360 V3, download and install Norton 360 V4 free upgrade, and then use the Product Key of Norton 360 V3 for activating Norton 360 V4.
