Tried the prescribed steps this afternoon. No luck.
I also tried stopping iTunes. Thinking that some other application is "owning" the CD. No luck.
Then I tried to go into Safe Mode and run Norton 360. But it doesn't work.
Any other ideas?

Without knowing exactly what you have installed on your system, there isnt much more that I can suggest.
Can you make a list, or provide screenshots, of your (Add/Remove programs list in XP) (Programs and Features).
I do know that Creative Audigy (sound card) has/had an application that accesses/uses the cd/dvd drive (I cant remember what the name is, and I cant find it on google).
Also, Nero (older Nero) had a service for the cd also (again, cant remember the name).
Also, run through the list of services to see if there are any cd/dvd specific services listed (you can also provide screen shot or list of current services).
You can access the services screen this way:
1. Click Start (or windows icon on Vista), then Run.
2. Type in 'services.msc' (without quotes), and click OK.

The Nero app I was talking about before is called In-CD.
That could also potentially cause issues.

I haven't had a chance to get the information about what is running on this pc yet.
But I have another thought - could I run the Norton 360 Backup and have the device I write to a USB flash drive instead (like a 2 or 4 GB)?

Yes, you can backup to a usb flash drive, as long as there is enough free space on the flash drive.
