No worries at allm I have the last version of Directx and have installed it already.. 

I am in the last step right now, I will keep you updated once the live update finished and restarting PC is done... 

I will try to open IE and outlook to see if the problem solved or not. 

In case everything goes okay, shall I do the same steps every time i format my laptop?

Why?
I didn't face this problem before on the same laptop with the samr operation system and the same updates and applications???

I will restart my PC now and check if it works well

You will not get this problem often...Thats why I added ' If ' For this Error you can follow the steps.

After Restart our Next steps will be Reinstalling .Net Framework and Visual C++.

I hope that "If" will work, I restarted my PC, and following message is appeared...

.Net Framework = http://www.microsoft.com/en-us/download/details.aspx?id=17718

Visual C++ = http://www.microsoft.com/en-us/download/details.aspx?id=5555

Download and install both of the Above files. Remove your External Drive Restart and Check.
