When you connect to the internet, until you close the connection it is "turned on". Like by a file-download the connection is up during the download of the virus definitions (at least it should be).
What you can try is to test your connection with www.pingtest.net , try out others servers as well, not just the nearest (eg. in Canada or in Europe).
Let us know its results.

I went to the McDonalds by my house to use thier internet connection. It didnt work either. It went farther with the download before it gave me the failed alert. So I dont know what to do.

Please try to download Malwarebytes' Anti-Malware to you machine, and run a full system scan on it.
Does it find anything?

Do I run that onto the computer that is functional? Because I am trying to download the program to use on my other laptop that wont boot up. It goes to the loading windows screen and stays there.

Unfortunately that can cause the issues you are having...
An F result means that it can not connect to the servers normally as it should, because the connection breaks really often...
What I can suggest you is to download the NBRT to at a friends computer, and create the tool there. So you will be able to check your other machine.
Plus you should contact your internet service provider that your connection has issues, and they must investigate it why these connection breaks happens.

I got it downloaded onto a cd but I can't get it to run.

Hi jlf13,
To boot the system with the NBRT CD, you would have to move the CD/DVD drive to the top of the boot sequence in BIOS. Kindly consult your system manual on how to change the boot order.
