Do you have any Parental Control provided by your Internet Service Provider(ISP)? or do you have any other Parental Control program installed in your computer?
If you have any such programs, please uninstall it for time being and check the connectivity in IE8. I have read somewhere that Virgin Broadband PCguard is also causing this same issue with Identity Safe in IE8.

Again thanks for taking time out to help crack the problem
I have no parental control prog nor have I installed the Virgin Broadband PCguard ... I have always gone for the Norton Option! So I declined . However I note that Broadbandadvisor (virgin media) is installed at startup as a process, but as far as I can see it is not an active process and is different from PCguard which is disabled from running at startup. Any thoughts whether that might be an issue ? I certainly could try disabling the Broadbandadvisor but I have to say I am not sure what is its function.
The good thing is that the tool bar works fine when I revert to IE 7 although I note that the more recent additions to identity safe (in this case links to this site) did not carry over when I reverted to IE7 although the same entries continue to be able to be viewed within the main Norton module "Manage identity Protection". That could just be a windows problem I suppose.

I am also not sure about it's functionalities, here is a related LINK. I would suggest you to try the following steps:
1. Download the installation file for Broadband Advisor from the above link.
2. Uninstall Broadband Advisor from Add/Remove Programs.
3. Reinstall IE 8 and check the Identity Safe.
4. Reinstall Broadband Advisor which you have downloaded and then check the Identity Safe.
5. If the issue happens after reinstalling Broadband Advisor, you have too keep that uninstalled from your computer. Otherwise, you can continue to use it.
Let us know how it goes.

I stopped the broadbandadvisor being installed at startup which seems to me the same as uninstalling, and then did the usual reinstall of IE 8
Same result ... same no show of the full toolbar

You have hit the nail on the head
I uninstalled the virgin software (even though neither were enabled in the start up menu)
Also updated Norton for a final time and then restarting ... result the Norton toolbar is displayed!
I suggest this remedy is forwarded to the technicians ,as it would have saved the day ( and 2 hours of install -reinstall on their part)
Anyway that's all history now and top marks to you and your persistance.

I decided not to reinstall either of Vigin's software as there appears to be no functionality (with Norton installed in its place ,anyway), and having installed and reinstalled IE 8 now around 6 times ,I wanted to stop while ahead.
I note that Virgin's PCGuard is based on Kaspersky, and although I thought that was off my system ,I had again only disabled it it startup , so that was uninstalled too. Possibly then at the root of the problem..
