Steps to Disable and Turn Off Do You Want To View Only the Webpage Content that Was Delivered Securely Security Warning
1. Launch Internet Explorer.
2. Click on Tools -> Internet Options.
3. Go to Security tab.
4. Select Internet in the zone
5. Click on Custom level… button under “Security level for this zone” section.
6. Under “Miscellaneous” branch, for Display mixed content parameter, select the radio button of Enabled.
If you Select “Disabled” to always stop loading on unsecured components in secure web page.
7. Click OK when done, and click Yes when prompted are you sure you want to change the settings for this zone.
Please reply back if the issue is fixed

This warning is not about a website's safety, per se, but is intended to alert you that only portions of the page are using a secure connection (https:) and that some parts of the page are not encrypted. This is important if you are going to enter sensitive information into any forms on the page, because you need to make sure that those fields are secure when you submit your entries. The alert is not blocking access to the page, but is instead asking you if you want to prevent the non-secured parts of the page from loading in order to prevent the possibility of inputting and transmitting sensitive data, such as a login password, in the clear. What you are describing as a problem is actually a protection.

We're going to need a little bit more to go on than that. How do you get there, and what happens next? Are you only getting a partial page load? If so, it may be that you have selected to only load secure content as discussed earlier (make sure you selected "enable" for the mixed content setting suggested by Ramiah).
