Setting up personalized settings for Web Platform Customization

It's April 5 2013.  My computer restarted by itself after a Windows update (I think).  I'm using Windows Home Premium.  I logged in and saw this message "Setting up personalized settings for Web Platform Customization" appear in a gray box after I logged into Windows.

 

What is this?  What update does this come from?  Do we configure this in the control panel?

 

 

The interesting thing to note: after my computer restarted....I noticed that Norton 360 did not restart.  Whatever Web Platform Customization is...maybe this is not supposed to be a good program?  HAs Norton been compromised?

Sounds like a microsoft update that isn't a  service pack but is making a number of changes to your system. Not a real problem unless they didn't commplete. You might try shutting down the system, taking a short break and then rebooting. Everything should come back and work correctly then. If not,
