I've tried this reinstall and all it says is it will uninstall Norton. Does it then automatically reinstall after it's uninstalled? I'm afraid to do it without knowing.

I have asked a moderator to turn your post into a thread of its own.
Reinstallation is not automatic; it is recommended that you download Norton 360 in advance (=before uninstalling Norton) to your computer; then, after saving the installation package to your computer, you can uninstall Norton 360 (if it is the only product on your computer, then you can do this with the Norton Removal Tool), and after uninstallation, you can install Norton 360 and activate it with your product key; for installation, you will have the downloaded Norton 360 installation package already at your disposal in advance.
In other words, you have to manually (re)install Norton 360 after uninstalling it.

I downloaded the program but the first prompt says it will un-install the current version. It does not say it will install after this. That is my problem. How do I know what it is going to do?

Firstly, we do not know exactly what program you are talking about, where you got it from. If you follow the advice already given you will uninstall any prior Norton 360 from your computer. Then run Norton Removal Tool (I suggest twice with reboots in between). Then you can apply N360 v4.
If you follow this procedure any new installation will not ask or propose to uninstall first because there is no prior install to remove.
That should give you confidence of what is happening.
