Hi dabe,
Is this what you are seeing?
This is Norton Insight. The 99,000,000 files are not on your system.
You can read about Norton Insight here - https://www-secure.symantec.com/norton-support/jsp

It's not an AV scan or the Autoprotect, But the Norton Insight database of good and bad, although Symantec removed the files that are no longer in use

Hi dabe,
Also, there is no plan of action for bad files found in a Reputation Scan. If you do have files rated "bad" on your PC, leave them alone. The Reputation Scan results are for informational purposes only. Reputation ratings tell you how trusted a file is, based on a number of circumstantial factors - it does not tell you if a file is malicious. Any files that are actual threats to your PC will be handled by Norton, so please do not delete or otherwise modify any files on your own on the basis of a Reputation Scan.
