Does anyone know what dumprep.exe is and why its taking so much cpu usage?

See this Microsoft article:

 

The Windows XP-based computer may run slowly and you may receive Dumprep.exe error messages

 

You will probably want to investigate what is prompting Dumprep.exe to run.  Check the Windows Event Viewer for possible causes.
