I recently purchsed a lap top. When I started checking my yahoo e mail account concerning users I discovered that someone in another country using a mobile device had logged into my e mail. Today I discovered now the ip address is changed. When I checcked with my internet provider (cox communications ) they gave me my ip address which is new. Basically for the last 45 days or so the ip address was one thing now it has changed. I contacted yahoo security which has been of no help thus far. I also have noticed recently that the internet closes while I'm using it. What is going on? Does this problem sound familiar to anyone out there?

Not familiar but not unheard of. What is your configuration? laptop -> router? -> modem -> internet or without the router? What security software are your running and which version? What's the operating system and is it current. Many laptops come with various programs preinstalled. One of them would be Microsoft Security Essentials and it would be in conflict with almost any other security software on the system.
Does you ISP require you to keep the single IP address they provide or are you allowed to refresh your address from time to time?
I know, lots of questions and no answers. Sorry, but without the details suggestions or recommendations might do more harm than good and that's not good! So I'll wait

Unless you have a static ip address, the ip address will change from time to time. If you had your laptop turned off for a while, it is possible that you were issued a new ip address. If you have a router and that was turned off for a while, then that could have given you a new ip address. Usually, you have to pay extra to get a static ip address unless you have a business account.
If someone has logged into your Yahoo email account, I would suggest changing your account password and any secret questions.
I would also suggest a scan with the free version of Malwarebytes to make sure that nothing got past your Norton product.
Download the free version, install and update then run a FULL scan. After the scan completes you should post the logs back to this thread.

It is a safer location to get the program from than malwarebytes themselves because some malware creators have large lists of sites that they block. Please be careful to down load the correct program ----the FREE version of MALWAREBYTES
