It sounds more like the virus is still present. If you can download the Norton Power Eraser and run it. If you can't on that computer do so from another computer. To get it to run you may have to bring the problem computer up in safe mode with the command prompt and install the NPE that way in order to run it. I would hope that that will eliminate the problem. Let us know. There are more tools in the bag to fix hard to eliminate 'nasties'.

This problem may happen if the Norton product downloaded via the Download Manager is corrupted. So we can try downloading using the direct download links and see if that fixes the problem. Before that let's rule out the possibility of an infection. Download and run the Norton Power Eraser tool to scan your machine. Here is the support article with the steps:
