I bought and downloaded Anti-theft on my tablet PC. The video for Anti theft said I could use it for up to 10 devices. I have been trying to hours to get my phone added to the list of devices. The final hurdle is the activation code.
On my invoice I have a Product Key that the "Chat" tech told me to use with the tablet. It won't work for the phone.
What next?

My guess is you do have a Android phone that you are trying to install
Norton Anti-Theft on with your 10 user licence.
Have you tried these steps to instal NAT on your Android Device-
On your Home screen, tap the Web browser icon.
In your Web browser, go to the following address:
In the Norton Anti-Theft page, tap Sign In Now.
In the window that appears, sign in to your account using your Norton Account credentials.
Do one of the following:
If you are adding a device for the first time, in the Setting up Norton Anti-Theft page, tap Get it from Android market.
If you have already added another device, click Add Device, and then in the Setting up Norton Anti-Theft page, tap Get it from Android market.
If you are prompted to provide the product key, in the Product Key box, type the product key.
Follow the on-screen instructions.
If these stpes are what you have taken and it still does not work then there
may be a issue with the product key, have you logged into your Norton
Account here to check how many Available Installs remain for the Norton
Anti-Theft licence purchased.?? If it is not showing 9 as you have only used
1 for your tablet PC then you could contact Norton Support Live Chat to try
and get tem to resolve the licence issue for you.
One last thing have you just tried to download Norton Anti-Theft Plug In app
directly from the Market App on your phone without going thru the NAT website
by using the link here or by seacrching for NAT in the Android Market. Downlaod
and install and open the app and activate with the product key and register the
device with your Norton Account details. Then login to the Norton Anti-Theft
Website with your device or computer to see what devices are now registered
and test the features to see if they work ok.

This is by far the weirdest software install in history.
I have tried a zillion different things over the course of two days. I tried all the things you suggested and nothing happened. It wouldn't accept the product key as the activation code. When I tried to get to a specific URL, it kept taking me to the screen with the map to show me where my tablet is. Then, for completely unknown reasons, it downloaded, and I could use the product key as my activation code, and it seems like everything is ok.
Very weird.

The process should have been a little more simple than what was described. You had said that you had already installed Norton Anti-Theft on your tablet PC. So to be clear, are you speaking of a tablet PC running the Windows operating system? Or, was this an Android tablet? Also, to be sure, you purchased Norton Anti-Theft and not Norton Tablet Security, is that correct?
If you had already gone through the process of setting up a Norton Anti-Theft license on your tablet PC, then to get it working on your phone, all you should have had to do was download the Norton Anti-Theft plug-in from the Android market and then log in with your Norton Account.
Please let us know when you have a moment and hopefully we can help out. It sounds like you have it working now but I would like to be able to understand what might have caused this so you do not run into the problem when adding future devices.
