Can anyone help me with why I am not able to launch a scan. I get a message stating that there is an internal error. I tried to uninstall, but it won't let me do that either. Any ideas?

Could you clarify what product and platform you have? Norton AntiTheft doesn't have a scan feature. Do you have a screenshot that you could share?

Are you asking about launching a scan with Norton Mobile Security on a Android Device
or are you using a Symantec Norton product for a computer?
If so what product and version number.?
