As I understand it you have lost your phone and it did not have Norton Mobile Security (NMS) or Norton Anti-Theft installed. If I got that wrong then please let me know.
If you did not have NMS installed then there is no way you can use it to track your phone.
Two things you might like to do:
Ring your phone - you may hear the ring tone and thus find the phone, or someone may answer - which may help.
If that does not work you could try contacting your service provider and ask if there is any way they can establish its location. If you think it has been stolen you might like to contact your service provider to ensure that you are not being charged for use of the phone by the thief!
Sorry that I cannot be more helpful but when you get your phone back or get a new phone you might like to think about installing NMS.
