Firefox 12.0 Mac OS 10.7 and NSM - add-on disabled
All installed as suggested. I logon as child account. Search in firefox is restricted by NSM, eg. can't clikc on a gambling site.
Go to add-ons diable NSM add-on. restart firefox. GAmbling sites and other restricted sites now avaiable.
Have read on other posts that NSM still blocks sites even when add-on disabled but categorically not the case here. Turning off NSM not very hard for any inquistive child.
I have unsinstalled and re-installed NSM. Is there something I am missing here....?

As a user, I block websites using the NOF Settings>>Web>> and add URL list to blocking list. This way even if browser doesn't do, this option will block it.
Also I use OpenDNS.com "Moderate" setting which is easy to control many types/categories of sites with just one click. I've set up opendns on my router. OpenDns settings also provide a way to block custom domain names. It comes as another protection layer/option in case kid is browsing from other devices that doesn't have norton safety installed. Think off IOS devices Ipad/Iphone/Ipod which still doesn't have norton safety app yet.
