Just a quick note that may or may not be relevant.

 

I have had software before that installed a software Firewall that was very difficult to get rid of even when software was uninstalled.

 

You can see if that is the issue by checking Device Manager, Network Adapters.  (Shows up as an extra adapter).

From time to time, especially with older programs, occasionally registry keys get left behind. Often registry keys are used to determine whether or not a program is installed.

 

I know that you mentioned that you have no Symantec or Norton products on your machine anymore, and that you have checked the registry. 

 

Can you confirm that the following keys are not present in your registry:

 

\HKEY_LOCAL_MACHINE\SOFTWARE\Symantec

\HKEY_LOCAL_MACHINE\SOFTWARE\Norton

 

On a Vista 64 bit machine the keys would be:

 

 \HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Symantec

 \HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Norton

 

If either of these keys are present, Delete them and restart your machine. Then try installing the Norton Safety Minder.
