Hi mark0325,
Norton Safety Minder supports Windows 7 and IE9. Please make sure you (or the child) have logged onto the PC with a monitored Windows account. The program shows a pop-up window indicating the child is being monitored after the child logins onto his/her monitored account.
Thanks,
Katie

Yes it is monitoring his account. When I login as him I get a message the account is being monitored but still blocks no sites and reports nothing online as to activities. It works perfectly on other computers in the house. I just can't understand why it is not working on the laptop. I hope you can help and I do appreciate it. Thanks.

Hi mark0325,
What security product(s) do you have on the Windows 7 PC?
Please make sure you don’t have other parental control products used on the PCs. Also, If you have turned on the parental controls feature from your PCs, please go to Start -> Control Panel -> Parental Controls to turn off parental controls and see if it helps. Other parental control products may interfere with the enforcement of Norton Online Family.
Thanks,
Katie

I purchased Norton Internet Security. I do not believe parental controls on turned on but when I go to check I get a pop up that says "unable to make changes to parental controls".

Hi mark0325,
You mentioned " but when I go to check I get a pop up that says "unable to make changes to parental controls". Which parent controls program are you trying to chance, the one in Windows 7? If so, do you have administrative rights with your Windows account?
Thanks,
Katie

H mark0325,
Please check this additional information:
On the Window 7 PC with the issue, what Service Pack is installed machine? You can find it by going to Start -> Control Panel -> System and Security (or System). If you don't have any service pack installed, you won't see anything on the page.
For other machines that work, do you also have Windows 7 installed on any of them? What Sevice Packs are installed on other PCs?
Thanks,
Katie

I believe the message is from Windows and yes I am the administrator.

Hi mark0325,
If you search the pop-up message in Google, you should get plenty information on this.
I found the following link from Microsoft website. Since I'm not sure the exact error message you get, please check out the link below to see if it is something that could help you.
Thanks,
Katie
