You've indicated that you have the third scenario and since the root cause of the issue is unknown, it's hard to give you definative advice. Your operating system has been damaged, that is known. You may wish to repair or reinstall the operating system or you could try to contact Microsoft ask about why the base filtering engine is failing to start and how to fix it. I suspect that if you uninstalled your Norton product you'd find that you still couldn't get the built-in fireware to work correctly (although it might not report any problems.)

You may be right. However, consider that not everyone with a problem posts a message but only looks for solutions. btw: I, my 5 siblings, 3 children, parents and mother-law-in all have the same problem.

When checking for updates, the Norton website shows that my NIS is up-to-date. I have Windows update set to automatic, so I assume I have all of the latest updates. The Error 5013,3 message started appearing this past week.
Unfortunately, I am encountering a problem when trying to execute the solution your referred us to. All goes well until I get to the Base Filtering Engine part. "Automatic" is already selected and "Service Status" is "Stopped". When I click on "Start", I get the error message: "Windows could not start the Base Filtering Engine sevice on Local Computer. Error 0x80320009. An object with that GUID or LUID already exists."
Can you offer any guidance on what this means and how to resolve this issue?

Rebecca, unfortunately you are running into the third scenario that was mentioned previously. The operating system is damaged and we neither know the source of the damage or a way to repair it. I wish that I had more help for you but this is Windows issue and you might be able to get more support through Microsoft. We are continuing to work with Microsoft to see if we can find a solution for our mutual customers.

Hi, i am in Australia, so i think this problem is widespread, and not just the USA.
I still have the problem and not getting an answer on how to fix it. Do you have any ideas?

Hi , I had this problem too. How did I fix it?
From Norton couldn`t fix my from problem even from remote accessing my pc.
I had problem in my hosts file. (c:\windows\system32\drivers\etc\hosts but you can search in wikipedia or with google).
I did delete all leaving only:
#This is an example of the hosts file 127.0.0.1 localhost loopback ::1 localhost
And now is working like a charm..
