Anyway, I think this was a much needed feature. Other programs have a deactivation button, which more or less does the same thing

Just curious, the deactivation button on the other programs you refer to, is this a button which is available on the computer itself which has the software you want to deactivate?
If so, this would not help in cases where the computer has crashed unexpectedly or it is stolen or whatever. This is the reason why Symantec created the online Norton Management feature. This way you can free up the activation even on a computer which cannot be brought back up. 
Not sure why Customer Service did not mention it to you, perhaps because it is such a new feature that the person you chatted with may not have been aware of it, though I agree they should have been. Also do you have NIS 2012 or an earlier version? This feature is only available for 2012 versions and of course will be available for all versions going forward from there.
