With Performance Monitoring turned on, Application Ratings functions as I expect.
When Performance Monitoring is turned off, when I select
All Files
Highest Performance Impact
Highest Community Usage
Most Recently Discovered
User Trusted Files
Untrusted Files,
it claims it is collecting files but for less than a few seconds then, the yellow bar disappears, Will Be Scanned changes to 100%, Trusted changes to 0% and the list of files stay the same as the previously selected.
Windows 7 x86

Very interesting observation! ![]()
I just checked mine and see the same thing you do.
The only one from that list which would make sense to even have a bearing on whether Performance Monitoring is enabled is the "Highest Performance Impact" selection.
I will report this to Symantec and update when I hear something back.
