Hello, I'm new to Norton Community
I bought the NIS 3years license 3 month ago and still use it. But I just reinstall my Windows today. Can I reusing my license?

Just adding to Bombastus' reply which answered your direct question, you can reuse the licence even on different hardware:
If your licence is for more than one PC
If you uninstall and disable the licence on a comuter that for example you have sold or that has crashed and you have changed the hard drive.
So if you do get a problem with activations getting out of step with reality just contact the Norton OnLine Support Team via the CHAT link as below and they have a good reputation for sorting things out quickly and painlessly ...

Also with the current Norton if you go into your MyNortonAccount you should find a dustbin icon against each computer activation and if you click on that it cancels the licence for that computer and liberates it for reused.
You can also do a lot of useful stuff if you have several computers under the licence if you install the Norton Management add-on -- you can give each computer installation a user friendly name instead of trying to work out which is yours and which is someone else's in your group!
