Hi

Let's try a new one and remove McAfee.

Please download the removal tool from here, http://majorgeeks.com/McAfee_Consumer_Product_Removal_Tool_d5420.html

Download and run it. It will delete every file , than reboot, uninstall Norton, reboot, reinstall Norton again

Success, finally.  I sent Norton tech support an email requesting help.  Their reply was to start windows in safe mode and run the uninstall tool.  Happily, that approach finally got the job done. They even have a tutorial on how to do it:
