Let us know the version of Norton program you have and what kind of pop-ups are you getting from Norton program. If you want to remove the Norton program you can use the Norton Removal Tool to uninstall it completely. But, that will leave your computer open to vulnerabilities.

Which security program do you use?
If you don't have any Norton program, it can be an adware/spyware which is giving false pop-ups regarding Norton program. Kindly check in Add/Reove programs and confirm that you don't have any Symantec/Norton programs. If you could post a screenshot of pop-up that you get, it will be helpful.

Could have perhaps tried one of the trial programs from Symantec or perhaps your computer came with Norton's already installed and maybe you never realized it until the subscription is almost up and now they are trying to remind you to buy a subscription?

I have noticed on a few downloads lately that there will be a checkbox at the bottom of a screen to download NAV. I may have inadvertently had it checked on one of those downloads but never intended to download NAV.
It is not something that was on an existing computer as the same thing has recently popped up on two of my home computers. To have a splash page popup that requires you to download with no way to close or cancel is completely unacceptable!

I don't think that you have read what the others have posted. If you need help, you should provide some information that we requested. Otherwise, it is difficult to provide you help.
I would like to inform you that you will get notification regarding Norton program or it's features IF & ONLY IF you have purchased/installed Norton program in your computer. If you can confirm that you don't have Norton program installed, you need to contact your computer manufacturer or local technician or your security program manufacturer and check for any possible Adware/Spyware/Malware. Usually, this kind of pop-ups may happen when your computer gets infected.
