The 169 range cannot let you connec to the internet..

I tried to plug my cable directly into the modem to see if it's the router but I can't access the internet still when directly plugged in.

Some registry cleaners (not a fan) have a built in backup of changes. Even though you did not backup the registry before cleaning ...umm, maybe the tool saved changes. At this point. I don't think you have a problem with your Internet Connectivity. All you have is a Serious Infection. First Grab your Product Key from the Folder I've Given you and Start an Advanced Scan and Let me Know If you have Difficulty in performing the Steps or If you Still have the Same Issue going through.

Okay I got the product Key from the folder however I tried to save it to a flash drive then download on my desktop but the Norton Download Manager is giving me an Error -Unable to Continue msg.

Hi,
Download the Norton Bootable Recovery Tool in your Laptop in Which the Internet Connectivity is Working and Using the Norton Bootable Recovery Tool Create a USB KEY as Shown below:
Once You Create the Bootable USB Key from Your Laptop, Plug it into your Desktop and Boot using the USB KEY by changing the First Boot Device as the USB KEY in your BIOS Settings.
Once You Boot from the USB KEY You can perform an Advanced scan Using the Norton Bootable Recovery Tool and Please Let me Know with the Results.

Right-click My Computer, select Manage and click on Device Manager. Are there any yellow exclamation points shown under Network Adapters? If so, right-click the problematic entry, click Properties and Troubleshoot.
