Ok so my friend is a great coder and he sends me his files to test but i have to tell norton to trust them since they dont. But now when i try, norton crashes and it has an error message, i copied this to my clipboard:

That error code is rather general so I can't tell you the exact cause. The recommended solution is to download and run the Norton Remove and Reinstall Tool forun here;

Have you suggested to your friend that he change the extension on the file to something like .TXT knowing that you can change it back? Another possibility is to change the scan setting to not scan compressed files. This may allow you to get the file loaded on your system. Then with the filename known you can exclude it from scanning and maybe get a chance to run it.
A caveat or two. I can make no promises that any of these suggestions/workarounds will work. Anything that tends to circumvent the protection provided by your Norton security program may open your system up to infection.
