I have a three PC subscription to Norton Internet Security (purchased via download), with two PCs remaining to be used. I can't figure out how to download to a new PC without having to pay for a new subscription. I'd welcome any help.

Download the trial version and just put your key in to activate it on the 2 remaining PCs.

Here are some direct links for you.
If your product is Norton Internet Security 2010. You can download and save NIS 2010 from here.
Note that this link is to the USA/CAN website so if you are located elsewhere I'm sure you will be able to find the equivalent location on your local Symantec website; some pages have a link at the top right where you can select the country you are located in.
During the product installation you will be asked to enter your product key. Once that is completed, you should be good to go.
If it is different version, you can check this support page.
Once the product has been installed, be sure to Run Live Update a few times until no more updates are available. A restart may be required.

Welcome to Norton forum.
You need to run Live Update (until you don't have any further updates) after downloading from the product from the link provided by Phil. You can also use this link to download latest version.

Thanks very much for the replies. I think I still managed to do something wrong. I downloaded a free trial of Norton 360, but it was an opt-out trial that came with its own product key. I thought I might be able to use my existing product key instead, but that doesn't seem to be the case.

I recommend that you run the Norton removal tool after saving the download provided in the link by ganesh0630, to your desktop.

If I understand correctly, you installed Norton 360 and used the Product Key of Norton Internet Security. Yes, this will not work as same key cannot be used across different products. You need to use Product Keys against their respective products. In your case, you need to download and use Norton Internet Security.
