Can't really tell what you're describing. Either way it sure sounds fishy as is the nature of spam. It is now past May 14, 2012. I don't trust any spam. What does a 'Policy Payment' have to do with the Norton Forums?

If you do indeed feel that it's spam, don't take any chances. Don't open or respond to it. If you don't recognize who it's from, delete it. As far as should you be concerned receiving it, I don't know. You didn't provide much information to go on
