I am using Norton Internet Security 2010 and IE 8.
I turned on Identity Safe, but I don't like how it works (sorry, I just don't), so I turned it off again.
Since then, IE will not remember passwords. I can change my settings each time I turn on the computer, but it will not remember those settings because the Apply button is greyed out. This has happened only since I turned on Identity Safe and then disabled it.

What operating system and service pack are you using with IE 8?
How about Internet Options, Advanced, reset to default settings?

Pardon me jumping in here, but what settings are you referring to when you mention, "I can change my settings each time I turn on the computer, but it will not remember those settings because the Apply button is greyed out."?
In IE8, try going to Tools > Internet Options > Content tab > AutoComplete Settings. You should then be able to place a check mark in "Forms", "User names and passwords on forms". Then "Okay" your way out.

The settings I am referring to are the ones you mention. When I "Okay" my way out, the checkmarks stay in the boxes only until I shut down. When I boot up again, the checkmark in the "Forms" box is still there, but the checkmark in the "Usernames and Passwords on Forms" box is gone. (I can "okay" my way out, but I can't use the greyed out "Apply" button.) I think there must be some lingering effect from enabling and then disabling the "Identity Safe" feature (which I tried and did not like) of Norton Internet Security.

I am able to reproduce your issue.
I logged out of and turned off Identity Safe and then followed that with the instructions I provided above. I have also tried with disabling the Norton Toolbar and the addons.
After a restart, in IE8, "User names and passwords on forms" is then unchecked.
Let me see if I can get more information on this for you.

Can you check the registry fix from the following Microsoft Article?

I think, it will work for IE 8 as well.
