(SOLVED) I just found a setting in Group Policy to disable Geolocation. That's what I was after. I already had the Tracking Protection lists setup.

Glad you got your result but I wonder why that IE9 Privacy control was grayed out?
I'm in process of installing NIS 2012 on my WIN 7 64 bit test bed that has IE9 just to see what happens but the 1 minute download is now telling me it has 4 more minutes!
Oh well ....

IE 9 was already installed on that system (one of several multiboots on this desktop) but my daily system is WIN 7 Home PRemium 32 bit -- what I was changing was from N 360 to NIS 2012.
What I found last night was that the Privacy Tab did show the control for location and it was not grayed out.
In your case I would presume that you or someone/thing had set up the Policy not to enable the locator so it showed up as grayed out in the system.

Where are the Proup Policy settings for this? I don't understand the solution fully.

It's in Computer Configuration>Administrative Templates>Windows Components>Internet Explorer (There's also some under Privacy- if you expand Internet Explorer) and the 2nd location for the Privacy settings is: User Configuration>Administrative Templates>Windows Components>Internet Explorer>Privacy.

I belive the group policy is only availble on Windows 7 / Vista "Ultimate" and "Professional" editions (not the Home Editions / Home Basic (Vista) or below)

That would be correct. Vista Business/Ultimate/Entreprise and 7 Professional/Ultimate/Enterprise. Starter/Home Basic/Home Premium don't have access to Group Policy.
