Hello,
Is it possible to move a license from one PC to another? If so is there a standard procedure documented in a FAQ? Any help with this will be appreciated - thanks!

You can use NIS 2009 version on three PCs. If you have installed it only on one PC, then no need to uninstall the Norton product from the first computer.
Check the following document for more information.

Yes, I understand. I have it installed on 3 PC's at the moment, but even if I did not I would want to recover the key
from the first computer so I would have the option to use it elsewhere.

And if you do have a problem doing it as described here, Customer Support is used to handling transfers like this.

I guessed that
and that's why I informed you to check the option "I have already installed my Norton 2009 product on the total number of multi user licenses that I have" in that link. Customer Services through Online Chat is accessable at any time you need.
