Greetings,
I turned on my computer and found a Norton desktop shortcut that wasn't there before. Also, There is a message in the Action Center saying "Norton AntiVirus reports that it is turned off". I click the "Turn on now" button, and I get a dialog box asking
Do you want to run this program?
You should only run programs that come from publishers you trust.
Publisher: Symantec Corporation
Program: C:\Program Files (x86)\Norton AntiVirus\Engine\19.2.0.10\WSCStub.exe
I click "Yes, I trust the publisher and want to run this program". The NAV main window then opens. However, if I close or minimize the window, the Action Center error is still there.
How do I start NAV?

Do you have any other security software(AV/Firewall) running along with NAV ?
Did you installed any softwares recently ?

I have the same problem for a while now.. I keep on unisntalling and reinstalling norton internet security..
I use to have norton 360 and have this problem with my relatively new lenovo x220 I just bought in december 2011 with windows 7, I thought it was norton 360 and then decided to cancel that and use the one provided by comcast and still the same problem couldn't find any solution for this...
system is windows 7 professional

I haven't installed any other software recently, so I don't know what is causing the problem. Windows Update has applied some fixes last Tuesday.
I don't have any other security software; however, Microsoft has Windows Firewall and Windows Defender preinstalled. Running NAV deactivates Windows Defender, but since NAV won't start, Windows Defender is still running.

When you open NAV what is the system status?
Who is your Laptops manufacturer ?

This sounds like it could be a messed up Repository folder again. That is where Windows keeps its information about what security products are installed and running. It can give warnings that you have no anti virus installed, the wrong anti virus installed, or any number of such combinations.
You can try the fix in the thread:

That will clean up the information in the Repository folder and rebuild it from scratch, properly.
Even if this turn out to not be the issue in your case, do try it anyway. It does not harm the system even if it's something else that is the problem in your case.

When I open NAV the System Status is Secure. I have a HP Pavilion dv7-4180us.
I tried the steps in the article you gave me, but I'm unable to rename the Repository directory because I get a "Access is denied" error. I started the command prompt with Administrator privileges.
Is there anything else I could try?

I started my computer today and there was a new Norton icon on my desktop. Also, the two error messages are gone. There were three updates that were downloaded from Live Update during the startup process, and I'm guessing that one of these has fixed the problem.
A previous fix only lasted for a few days. I hope this update fixes it for good.
