Greetings,
I turned on my computer today, and I got a message in the Action Center asking me if I want to turn on NAV. I've had this problem before.
It appears that there were four updates installed during boot-up, and one of them has caused the problem (but I'm not sure which one).
Norton Smart Virus Definitions X64
Norton Pulse Updates
Norton 2013 Whitelist
Norton 2013 Reputation Revocation List
Is it possible to diagnose which of these updates is causing the problem?

Hi Shane,
You might try clicking on support -> get support and see if the program can fix itself. I'd run live update and reboot as needed until the program tells you that all of the updates have been downloaded and installed.

Norton AutoFix did not find any issues.
I downloaded all updates and rebooted my computer, but I still have the problem. Is there anything else I could try?

Do you now or have you ever had another security program on your computer? If so, you will have to remove it with the removal tool for that program.

Windows Defender came preinstalled with Windows. There is no option to remove it.
Norton Anti-Theft was installed after the problem arose. There is no other security software.

Have you tried turning off Windows Defender from the Action Center? Maybe that is interfering with Norton. Usually Norton will turn off Windows Defender as part of the installation process.

I'm not sure how to turn Windows Defender off. Norton AntiVirus (NAV) turns it off when its working, but since NAV won't start, Windows Defender is running.
I ran msconfig.exe, but I don't see Windows Defender in the list of startup items, so I don't know how it starts.

Hi,
Go to Windows Control Panel and in the search box type Windows Defender. When WD opens go to Tools > Administrator and uncheck Use this program and click Save.

Windows Defender is now turned off, however, NAV still won't start. I've tried rebooting, updating, etc. but no luck.

Have you tried running the Norton Remove & Reinstall Tool? This will uninstall your copy of NAV and install a fresh copy.
Please note that you may need to uninstall Norton Anti-Theft and any other Norton products and manually install them again.
